Work Methods & Procedures Specialist/Expert (Journeyman/ Lineman/Electrical
Location & Travel: Pismo, Moss Landing and San Jose, California (Hybrid for travel anywhere in Client's territory. The travel could be 2-4 times per month.
Job Responsibilities:
- Coaches and develops other Technical Specialists.
- Leads team for high level initiatives reporting to steering teams.
- Provides technical expertise, historical perspective, industry standard, and regulation
- code requirements to improve safety, productivity, and material performance.
- Performs advanced process mapping techniques with less tenured employees.
- Leads meetings with assigned LOB stakeholders.
- Handles high level written work methods development with attention to deep dive
- analysis of work methods best practices.
- May lead, support or review investigations of human factor related events that occur
- in the electric system.
- Maintains and updates assigned control documents within defined review cycle.
- Project manages large scope projects with multiple departments to resolve complex
- technical procedures.
- May develop or lead QC and QA programs to ensure appropriate programs exist and
- effectively gauge results of procedural adherence and training programs.
Minimum Education:
- High School Diploma or GED
Desired Education:
- AA Degree
License/Certification Desired:
- Certified Journeyman Lineman, Electrician or Electrical Technician
- Guidance Document Author Training (CORP-0524)
Minimum Experience:
- Total 10 years of electric industry experience
- 5 years of Work Methods and Procedures Specialist experience, or equivalent relevant experience.
Desired Experience:
- 2+ years of Microsoft office Suite experience

- Expert level written and verbal communication skills

- Strong understanding of Doble High Voltage test techniques.
- Interpretation and understanding of Doble Power Factor test reports.
- Ability to establish emergency material stock for equipment in Client's install base.

Job Responsibilities:
- A thought leader involved in the strategic planning and direction of the department.
- Develops strategy and delivers innovative solutions based on industry best practice and benchmarking.
- Provides technical leadership within the department and guidance to employees and cross-functional teams. Coaches and develops others.
- Applies unique subject matter expertise, extensive knowledge of concepts, principles and practices to resolve unique and complex problems. Identifies opportunities and brings in ideas to improve company performance.
- Leads enterprise-wide initiatives and manages multiple large and complex projects.
- Serves as team leader.
- Holds high level of knowledge in substation standards and design for high and low voltage equipment. Implements this knowledge during cross-functional team projects.
- May support or lead response and repairs to large scale emergencies. Provides emergency technical support to field personnel as necessary.
- May support legal and other departments as witness or subject matter expert.
- Supports responses to data requests from the CPUC or audit findings, as well as compliance support. May support other high profile public relations issues as necessary.
- May lead the deployment of developed training and techniques as developed by the FM&SP.
- Works with curriculum development team to create, revise and improve curriculums to maximize results in alignment with program goals and objectives
- Delivers course curriculum to students in classroom and simulated field environment.
- Prepares lesson plans, field service requirements or other documentation. Coaches
- and mentors to build student technical understanding, skills, expertise and confidence.
- Incumbent directs and coordinates with other substation lines of businesses supporting changes to substation standards, asset strategy and replacement strategies.
- Identifies any gaps in existing policies, procedures, and work practices.
- Communicates to all substation lines of business with others for continuous improvement.
- May lead the development of critical new tools and techniques that requires cross functional coordination.
Minimum Education:
• High School Diploma or GED
Desired Education:
•Bachelor’s degree or equivalent
License/Certification Minimum:
- 140 hours minimum of Doble Technical Training
- Guidance Document Author Training (CORP-0524)
License/Certification Desired:
- Internal Certified Journeyman Lineman, Electrician or Electrical Technician
Minimum Experience:
- A minimum of 10 years of electric industry experience
- 4 years of Work Methods and Procedures Specialist experience,
Desired Experience:
- Asset Performance Management software experience
- Hitachi 550pm Circuit Breaker Repair Certification. 15 years of experience in Electric Distribution systems.
- Prior Supervisory experience
- Experience in developing or implementing major project business cases or programs.
- 2 + years of Microsoft Office Suite experience
Knowledge, Skills, Abilities, (Technical Competencies):
- Strong communication and collaboration skills with ability to influence cross functional teams and management within the department and across client.
- Process improvement and project management skills with knowledge of and ability to apply project management theories, concepts, methods, best practices, and techniques as needed to perform at the job level.
- Substation training in all if the following categories: Transformers, LTC’s, Circuit Breakers, Capacitor Bank Systems.
- Strong understanding of Doble SFRA and DTAX test results evaluation and interpretation Business, financial acumen. Understanding of value of service and cost benefit analysis.
- Change management skills with ability to apply change management theories, concepts, methods, best practices, and techniques as needed to perform at the job level
- Excellent knowledge of client's Electric Utility work procedures and documents including; tailboards, bulletins, and manuals.
- Ability to develop and deliver technical training.
- Understanding of electrical power systems including oil analysis.
- configurations and reliable operations.
- Understanding of FERC and NERC and CAISO planning criteria.
- Competency in using compelling arguments to gain the support and commitment of others.
- Competency in knowing the most effective and efficient processes to get things done, with a focus on continuous improvement
- Leadership skills with ability to coach develop others and provide direction and assistance to project teams.
- Strong organizational skills and excellent analytical and creative problem-solving skills.
