Minimum Qualifications

• Bachelor’s Degree in Economics, Statistics, Business, Public Policy, Public Relations and Communications, Engineering or other related area of study or related work history

• 8-10 years of related experience that includes project management or management consulting experience, preferably in conducting market research, stakeholder management and engagement, and executing and delivering large and complex multi-stakeholder projects

• Proficient with Microsoft Office, especially Excel, PowerPoint, and Word

• Valid California driver’s license

• Ability to travel within service territory

Desired Qualifications

• Advanced Degree in Economics, Statistics, Business, Public Policy, Social Psychology, Public Relations and Communications or other related fields

• Demonstrated proficiency in project management and complex program delivery

• Experience preparing or responding to RFQs, RFPs and bid specifications

• Experience collaborating with various community-based organizations and/or think tanks and/or non-profits

• Ability to aggregate and distill large quantities of data and disparate information

• High degree of ownership over work product and responsibilities

• Firm understanding of California’s state energy policy

• Intimate knowledge of the IOU business model as it relates to customers, regulators, and other stakeholders

• Excellent written and verbal communication skills with the ability to convey complex information clearly, concisely, and effectively

• Intellectual curiosity and eagerness to learn

• Deep strategic thinking capabilities

• Show patience and flexibility in rapidly shifting environments

• PMP and/or Black Belt Lean Six Sigma certified applicants are encouraged to apply

Responsibilities: Seeking an exemplary individual to own and deliver on gathering detailed information about the San Joaquin Valley region and its resident demographics. This position will design and manage a robust data gathering and analysis effort to provide insights on cost-effective strategies to better serve San Joaquin customers in their energy needs. This project will combine both traditional data analytics and customer survey research. The successful candidate will collaborate across multiple internal and external stakeholders and communicate results to key company and community leaders. This position entails needs-based travel to meet with various customers, community-based organizations, and community leaders to understand their respective needs. Strong collaborative leadership, project, deadlines and budget management in accordance with the program guidelines is critical to the success of this role and further delivery on our commitments to the region. Our Co. strives to act as a market leader in providing the energy needs and demands of the San Joaquin Valley and it is expected for this role to work cooperatively with the other California Investor Owned Utilities (IOUs), regulatory staff, and other stakeholders on statewide projects managed either by us or other IOUs. For that, demonstrated experience in negotiating between stakeholders to reach an agreement is an asset. Also, competency in developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences to gain the support and commitment of others is critical. Finally, the successful candidate will possess strong analytical, verbal and written communications skills and have experience working both independently and in team-oriented, collaborative environment. They must be adaptable to changing environments and shifting priorities and approach such situations with a can-do, problem solving attitude to be able to make good and timely decisions that keep the organization moving forward. This person should also have the desire and ability to bring forward fresh and innovative ideas and identify strategic areas to enhance existing programs, processes and procedures that facilitates applying the knowledge of business and the marketplace to advance the organization goals. The ability to work within multi/cross-functional teams is also critical.

Up to 30% travel within our service territory.

1. Identify community needs in San Joaquin Valley:

• Identify region’s specific needs given its demographics, energy environment, and infrastructure

• Identify resident communities and assess their energy needs and expectations

• Perform detailed research on various region’s demographic and identify gaps in market availability

• Visit various communities in the region to build effective relationships with both internal and external stakeholders

• Engage regularly with various Community Based Organizations (CBOs) and understand their respective needs

2. Design and manage the data gathering plan:

• Deliver a data gathering plan, inclusive of the following sources: i. Customer‐Originated Data ii. Utilities Programs Data iii. Third Party Data

• Develop research design and data collection elements

• Execute all aspects of the data gathering plan, data analysis and reporting, and deliver on all confirmed commitments

• Collaborate closely with various internal stakeholders, such as Regulatory Affairs, Community Affairs, Public Affairs, Marketing and Communications, Law, and any other cross-functional partners

• Lead the Data Gathering Plan Working Group and engage with various external stakeholders, including but limited to any impacted CBOs • Propose and manage the program’s budget and track against changes • Proactively manage deadlines and submissions • Communicate the progress of the program and provide regular updates to all various internal and external stakeholders

• Manage the procurement and selection process of third-party project implementers, prepare contract(s) specifications, and manage contracts to ensure the following data elements are collected: i. Current Energy Source ii. Current Energy Costs iii. Attributes of Home iv. Demographics v. Household Data vi. Demographic Data vii. Pilot and Program Awareness viii. Energy Awareness ix. Resiliency and Quality of Energy Services x. Additional Non‐Energy Benefits xi. Community Issues xii. Cost data xiii. Additional Household Data xiv. Customer experience

3. Understand the regulatory environment:

• Continuously review all proceedings by the Commission to ensure full program compliance

• Review any regional or jurisdictional governments rulings to ensure full program compliance

• Collaborates with leaders, other LOBs, business partners, Board of Directors and external agencies to work on issues, projects, or related initiatives

• Develop deep understanding of business drivers and financial levers to provide strategic decision support to ensure the fulfilling our commitment to the region in an efficient and effective way

• Conducts economic analysis and forecasting for the program to understand the impacts of any decisions made by various internal partners

• Obtain strong knowledge of our policies and Vision
